The temperature rises when it rains or snows. Why?

If it is raining or snowing, the clouds cover most of the sky and it would prevent heat loss. The heat is radiated off the surface of the Earth is trapped by the cloud cover and thus increase temperature.

In addition, at the atmosphere, the water is in a gaseous form and releases energy in transforming to the liquid and/or solid state and thus also increase the temperature.
